State Civil Protection Plan was developed by the State Fire and Rescue Service in cooperation with other authorities, but the Ministry of the Interior evaluates the fulfilment of the State Civil Protection Plan and submits informative report to the Cabinet of Ministers until 1 May each year and, if necessary, drafts amendments to the State Civil Protection Plan.

The State Civil Protection Plan includes information on:

  • identified threats,
  • risk assessment,
  • civil protection system coordination at national level when responding to or ensuring recovery from disaster or disaster threat,
  • national early warning system, its activation and interoperability with national and international monitoring and warning systems,
  • information exchange systems and platforms to be used in the case of disaster or threat of disaster,
  • notification procedures between institutions to be involved in the response and recovery efforts,
  • crisis communication procedures,
  • cooperation procedures and resources to request or provide international and humanitarian aid,
  • repatriation or evacuation procedures for Latvian nationals in foreign disaster-affected country,
  • procedures and operation of civil protection system the case of war, military invasion or threats thereof, 
  • incident commanders of response and recovery operations,
  • description and schedule of planned civil protection exercises,
  • plan of action for controlled mass evacuation and relocation of the population in the case of military invasion, disaster, or threats. Thereof
    • annexes with detailed information, including concrete prevention, preparedness, response and recovery measures and division of responsibilities between institutions.
